First and foremost, Proper Protective Equipment isn't made to be comfortable, its made to protect the wearer. They are always uncomfortable. I remember listening to a speaker on PPE, he hadn't worn any and when the piping he worked on exploded he had burns all across his body. The best bet is to crack down hard, making clear repercussions for not using the gear. Although it may make you look mean, you are ultimately liable as the employer for the safety of your workers. The Management needs to know that they are held to this standard as well, if they cannot follow the policy, how can the junior employees? Its important to have an open atmosphere at work, so you should let your employees know that you value their input. Never punish the employee for discussing the implications of policy with you or supervisors, allow them to be open about it. However, while the policy is in effect, they should follow it.

Remember this: would you rather have workers who just say yes all the time, and tell you what you want to hear, even when your wrong, or would you like to have that guy who, abrasive though he may be, will tell you what you need to hear, and possibly save you big time?
References :
I was just in the Navy for 6 years, I was very open about my feelings, but that didn't stop me from doing what was right as well. I don't know how many times I saved us from doing the wrong thing because I wasn't afraid to open my mouth. Safety is everybody's job.

Dont bother... Because of the reduced oil prices, most projects have been suspended... Meaning, it is highly unlikely anyone is hiring right now for any exploration/extraction job..
References :
It very much depends on what skills you have to offer - the UK sector is shrinking and the days are long gone when anyone could just rock up and get a job as a roughneck or steward.

There are a few websites you can try:

Rigzone tends to be mainly US and worldwide http://www.rigzone.com/

Oilcareers is more general http://www.oilcareers.com/worldwide/

NDT cabin is specifically for inspection work http://www.ndtcabin.com/

Sodexho are one of the catering companies http://uk.sodexo.com/uken/careers/careers.asp

Unless you have a particular skill that a company really wants then you will have to have your survival and medical certificates, which are quite expensive. Sorry to be so negative but there really isn't such a person as an 'offshore worker' - you need the skill that's required and then apply it offshore.

Good luck and I might see you out here one day!
References :
I'm an inspection engineer on an offshore installation
